The sentence should read,”Criminals – by definition – don’t obey the law.”

These are not mutually exclusive.
It’s him, definitely him.
He knows more than we do. Unfortunately, most of what he knows is wrong.
He thinks his BASE is profoundly ignorant. Unfortunately, he’s right.
