So, I’m paying twenty bucks a month to Verizon to be able to tether to my phone. Does this ruling apply to me? Or is it only for 4G users? Guess I’ll have to read it to see, and even then I still may not know (particularly since they may appeal it).

Hard to tell, but http://en.wikipedia.org/wiki/LTE_(telecommunication) says near the bottom that “[i]n North America, 700/ 800 and 1,700/ 1,900 MHz are planned to be used” so that would suggest it’s not going to help you.
Bear in mind it’s not going to help all 4G people, either: I have an AT&T phone that has the other “4G”, which is the 3G GSM network renamed, so I don’t think this applies to me. Probably a good opportunity to upgrade your phone, heh.
You already pay for the data, they shouldn’t care how you use it.
Unfortunately they want to squeeze you for any possible service they think they can charge you for. There is always ways around it well unless you on none jail broken IPhone, I can tether my GNex on T mobile with their cheapest 5 gb plan with out paying for the tethering part of the plan.
