Over at Open Market, I write about the recent news that Virgin Galactic has gotten some limited ITAR relief, so now it won’t have to get an export license for every furriner it flies from California or New Mexico.

I’m not sure you’re correct in saying the ruling would apply to other companies as well. Bigelow Aerospace applied for and received a similar ruling a while back. I seem to remember Mike Gold saying that such rulings are company-specific, however.
I agree. I wouldn’t assume the EAR99 ruling automatically applies to every company, but it does pave the way for similar operations.
