Reviewing the Table of Contents they appear to be advocating the creation of an authority as provided for under the Moon Treaty as the regulatory mechanism for space mining. In this he is making the assumption its the lack of a legal framework that is stopping space mining and that a regulatory authority will solve the problem instead of making it worst.

Granted it’s three years old but you can see some of his thinking. He’s an Australian lawyer with a couple decades of experience in space law, and seems reasonably level headed. (He’s not the Taiwanese ME prof that Amazon points to, BTW.)
