  1. What I see is 15 flights for $15B. Isn’t that $1B (not 1.5) per flight (or $150m taking into account Clark’s correction?)

  2. SpaceX also needs to stabilize their configurations (probably Falcon 9 with a Merlin 1D & a payload fairing and Falcon Heavy with (or without) cross-feed) and fly those configurations a few times before getting an Air Force contract. The ULA contract gives them 2-1/2 years to do that.
