It’s been fairly well established that an active cell phone isn’t a threat to an airliner. But an active cell phone in an airliner would produce a heavy load on the cell network, hitting a great many cells at once, and moving between them quickly.
I see this case as an elite thinking the rules don’t apply to him the same way.

There have been incidents anectdotally linked to “personal electronic device” usage on commercial aircraft, not only by the International Air Transport Association, but also by reports submitted to NASA by commercial aircrew. More troubling, though, is the number of fire and smoke incidents caused by PEDs’ batteries and power adapters. Add to those the “belligerent passenger” incidents and the situation is alarming.
