That link looks like launch debris, not debris that reentered from space. A couple weeks ago, the Documentary Channel aired a show titled “Space Tourist” about wealthy people who go to the ISS on Soyuz capsules. They showed how a cottage industry has grown up around salvaging rocket bodies (1st and 2nd stages) that come down on land after launch. The Soyuz stages aren’t harmful but those Proton stages used to launch geosynch satellites are powered using hypergolic propellants that are corrosive, toxic and carcenogenic. There are claims of pollution and health issues from those stages.
