Universities are a stronghold of the Left. Anything that threatens the sweetheart deal that many tenured professors and administrators have will cause an uproar. After all, deep down in their hearts, most of them know their degrees (the non-STEM faculty) have little or no value outside of the academic environment. And the administrators know they’d be the first ones cut from a corporate environment where concern for value is primary.
Why is it when folks think about higher education they think about the big name research universities like UT and T A&M and not the hundreds of TEACHING schools that have been doing the things he is proposing for the last decade or more? And Regional Accreditation started switching to outcome measures a decade ago. Just another example of following from behind and then taking credit.
As for the Research Universities making those changes, good luck. There are always private schools waiting to take the faculty bringing in big grants, mostly in the STEM fields. Good luck getting researchers into the classroom more. And pity the students if you do.
