Gregg,
I didn’t see anything on Fox. I just read the Wisconsin Constitution (really searched on Quorum):
Vote on fiscal bills; quorum. SECTION 8. On the passage in either house of the legislature of any law which imposes, continues or renews a tax, or creates a debt or charge, or makes, continues or renews an appropriation of public or trust money, or releases, discharges or commutes a claim or demand of the state, the question shall be taken by yeas and nays, which shall be duly entered on the journal; and three−fifths of all the members elected to such house shall in all such cases be required to constitute a quorum therein.
Although my reading suggestions that separating the parts could be done; I wouldn’t recommend it. Trying to do that would just require the House to respond, and those Democrats to flee. What I would do is pass other measures on my agenda that are not financial. For instance, tougher regulation of medical fraud might be something to tackle. That could be put into a bill that also provides some tort reform.
Hey Titus, good job on detecting Chris Gerrib’s hypocrisy. He will make contradictory statements as long as the statements support the Permanent USG. So Chris, who should determine tax and public spending (taking other people’s money at gunpoint with a badge), “elected legislators and governors” or “unelected government functionaries (ie: public school teachers)”?
