Larry, it was the French. So the answer is “Yes.”

It was invented by the Croatians but adopted by the French. The term cravat for a necktie is a linguistic shift on Hrvat (“r” is a vowel in that part of the world — pronounced Her-vaht), the name for things Croatian or of Croatia in their own language. Where Hrv or Hrvat came from is speculated to be Persian in origin for some strange string of connections.
So again, the answer to your question is yes.
