Good news from Kyopenhagen — things are falling apart:
Government ministers can’t agree on the best way to take money from their own citizens, give it to an opaque, above-the-law organization, and yet still control it; because, of course, with all that money comes power. Negotiators are skittish about how they can ensure that the money pledged will actually be paid into the pot, and if it does, who gets to dole out the funds. Everybody wants a piece of it, but nobody trusts anybody.
Well, they shouldn’t.
Unfortunately, as he notes, this is only a temporary setback. The leftists will regroup, and make other attempts in the future.
The rule for such things is make sure everyone who’s “in” gets a piece of the squeeze.
Incidentally, I have a modest proposal to solve global warming. Currently, I generate something like 2 metric tons of CO2 a year which no doubt will continue to climb as the world heats up. How about on New Year’s Eve, 2049, we measure how much extra CO2 is in the air (say past 285 ppm). Then I’ll use the negative that amount for the year, making it all better. I think I’ll have to produce a lot less CO2 than I currently do. But this way, nobody else has to agree to anything!

I keep waiting for a sharp lawyer to haul that out as the defense at a murder trial. (One that’s presumably hopeless otherwise, in somewhere like Seattle – naturally.)
The Obama and Daley situations are similar in a few respects.
Each looks for a quick one time bandaid to get through a systemic problem.
Each grabs for change for change sake without carefully considering the long term impact of that change.
Each grabs for change without understanding the dynamic nature of human behavior that will adjust to the change. The change was a change to a static model of what used to be. But the economic situation modeled was not static.
