At the company where I work, if you attempt to change your withholding on the appropriate web site you get this message:
Under penalties of perjury, I certify the number of withholding allowances claimed on this certificate does not exceed the actual number of which I am entitled to. If claiming exemption from withholding that I am entitled to claim the exemptions . . ……this form will be submitted to the Dept. of Review for review.
If memory serves, this is something new.
