Why, after the manifest failure of the North Korea negotiations, is the man in charge of them being assigned to Baghdad?

There are many possibilities, but I see these as the top three:
1) There is no intent to actually create a good agreement with Iraq.
2) To show that something is being done, even if nothing is being done.
3) To be able to deflect the failings and shortcomings of the product to the process itself.
They are all pretty much variations of one another, but those seem to be the top three reasons that inept people are put in charge of important projects, in my experience.
My vote would come closest to #2, since I really don’t think this administration is even one bit interested in worthwhile outcomes except as regards the 2012 presidential race (in which its definition of “worthwhile” is every bit as self-centered as in anything else).
